Abstract

The article analyzes the main aspects related to the state of offenses at a number of leading enterprises of the Ukrainian SSR. The leadership of the internal affairs department, which was in charge of these factories, reported to higher authorities that in 1972 the number of offenses had somewhat decreased compared to 1971. The main types of crimes were: embezzlement of state property in various ways - through embezzlement, theft, fraud; embezzlement as a result of abuse of official position, petty embezzlement of state property, theft of personal property of citizens, hooliganism. The leadership of the internal affairs department, which was in charge of these factories, reported to higher authorities that in 1972 the number of offenses had decreased somewhat compared to 1971. The main types of crimes were: embezzlement of state property in various ways - through appropriation, theft, fraud; embezzlement as a result of abuse of official position, petty embezzlement of state property, theft of personal property of citizens, hooliganism. The leadership of the internal affairs bodies believed that the main reasons for the widespread theft of state property were shortcomings in accounting and control over the correct storage and expenditure of goods and material values ​​and money. It is also necessary to take into account the social causes of crime in the USSR, which were ignored by the then Soviet legal science. Among the crimes committed by employees of the above-mentioned enterprises were also rape, robbery and looting. According to documents, the largest number of crimes took place at the Eastern Mining and Processing Plant and the Southern Machine-Building Plant. The article notes an increase in the number of alcoholics and cases of drunkenness, and the commission of crimes under the influence of alcohol at this time. But the department employees themselves were forced to admit the ineffectiveness of their work in this area.
