EMERGENCY MEDICAL CARE IN UKRAINE DURING MARTIAL LAW: ADMINISTRATIVE AND LEGAL ASPECTS

Abstract

This article is devoted to a comprehensive study of emergency medical care (hereinafter referred to as EMC) in Ukraine as an independent and vital component of the national healthcare system during martial law. It has been determined that the relevance of the study stems from the need to take into account the experience of the EMS system's operation during martial law. It is emphasized that one of the most complex administrative and legal challenges regarding emergency medical services during martial law is establishing effective coordination between the civilian emergency medical services system and the military medical structures of the Security and Defense Forces. The feasibility of issuing a joint order on the organization of emergency medical services (EMS) during martial law has been substantiated. It has been concluded that martial law, as a special legal regime, significantly transforms the healthcare system in Ukraine as a whole and the functioning of EMS. It has been determined that the administrative and legal status of emergency medical services (EMS) personnel operating in active combat zones requires improvement. It is deemed appropriate to develop an algorithm for the interaction of the civilian EMS system with the medical units of the Security and Defense Forces, as well as with humanitarian and volunteer organizations.
