MODERNIZATION OF THE MECHANISM OF E-GOVERNMENT IN UKRAINIAN EXECUTIVE BODIES

Abstract

The mechanism of implementation of e-governance in Ukraine characterized by the absence of reasonable and systemic influence of the state, its chaotic and spontaneous implementation, and at the same time without taking into account public opinion and international tendencies in this regard are described. Therefore, the approach to the formation of a mechanism for the introduction of e-governance in Ukraine should be combined and based on a model of social partnership with moderate system legal regulation by the state, which should be the coordinator of this process, as well as with active participation of the public, first of all, in the development of regulatory and legal acts in the field of e-government development, control over the activities of executive authorities, etc.

It is proved that the purpose of modernization of the mechanism of introduction of e-governance is to provide comfortable, simple, accessible, understandable, transparent, coherent and effective interaction of citizens, business and the state aimed at the maximum speed and full satisfaction of the needs of the participants of the legal relationships that arise in the process of electronic governance.

The main directions of modernization of the mechanism of implementation of e-government in executive bodies of Ukraine are identified, namely: legislative consolidation of the mechanism of implementation of e-governance; modernization of the elements of the mechanism for implementing e-governance; actual transfer from paper to electronic document flow; Establishing specific deadlines for implementing e-governance; the formulation of clear goals and objectives for the implementation of e-government with substantiation of real opportunities and resource support; creation of a single central body in the field of implementation of e-governance, which will be strictly subject to other special institutions involved in this process to ensure a unified policy for the introduction of e-governance and eliminate duplication of functions in this area, etc.
