Medical Tourism as a Factor of Economic Recovery and a Component of Urban Resilience

The article considers medical tourism as an important tool for the post-war economic recovery of Ukraine and a component of the economic and legal resilience of cities. The author highlights the main prerequisites for the development of medical tourism in Ukraine before the full-scale armed aggression of the Russian Federation, including the formation of cluster models, intensification of public-private partnerships, attraction of foreign patients and gradual regulatory support in this area. Particular attention is paid to the example of the Dnipro Medical Cluster as a successful case of regional development of medical tourism on the basis of cluster interaction.
It is established that martial law has led to a significant transformation of the medical sector due to new public demands for accessibility and mobility of medical services, in particular for internally displaced persons, persons injured as a result of armed conflict, persons with disabilities, military and civilian victims of hostilities. In this context, the author analyses the phenomenon of forced medical tourism as a form of socially conditioned movement of citizens with a view to receiving medical care within the country or abroad. It is noted that this form of medical mobility requires comprehensive legal, organisational and financial support.
Particular attention is paid to the role of medical tourism in shaping the resilience of cities - the ability of cities to adapt to crisis challenges and ensure the sustainable functioning of critical infrastructure. It is proved that medical tourism performs not only economic, but also social and institutional functions, promoting investment activity, human capital development, integration of vulnerable groups, digital transformation, restoration and modernisation of local medical infrastructure. The article formulates proposals for strategic directions of the state policy in the field of medical tourism, including the adoption of a special (profile) law, introduction and implementation of a five-year development plan, introduction of tax incentives and preferences, support and dissemination of cluster models. Medical tourism is considered as a multidirectional resource for post-war reconstruction, humanitarian stability and increasing the resilience of Ukrainian cities.
