Legal aspects of the medium-term budgetary planning with the use of the program-target method

The article is devoted to the complex analysis of the program-target method medium-term budgetary planning legal regulation conditions. In this context attention is focused on the state target programs, on the problem aspects of the perspective planning, and also indicated question respective approaches in Ukraine. A number of relevant theoretical and practical proposals of the qualified researchers concerning mentioned above questions are described. Some basic legal acts in the field of state target programs budgetary planning and realization are analyzed and both achievements and faults are described. In the last case the possible way of situation improvement is connected with respective legal framework on issues of further formation and implementation of the program-target method conditions in the state budgeting. Taking into account that program-target method and medium-term budgetary planning conjunction are successfully implemented in different forms in the budgetary sphere of the most economically developed countries, the results of comparative analysis of United States of America and of European Union legal regulation in the mentioned above field are described and respective documents preparation, acceptance and further practical realization methodological basis are analyzed. It is necessary to take into account that in the United States of America and in the European Union state target programs and medium-term budgetary planning legal regulation development continued during some decades. The possibility of the use of international experience for the legal regulation in the budgetary sphere improvement in conditions of its reformation in Ukraine is discussed taking into account, in particular, expected positive influence in the direction of minimization of any possible insufficiencies in the state programs and medium-term budgetary planning accomplishment, respectively. It is described in the article the substantiation of the further development in Ukraine namely medium-term and strategic budgetary planning, and also state target programs as an effective means of solving existing problems of the present and promising tasks of the country legal regulation development.
