A. Samosionok ACTUAL ISSUES OF THE STAFF TRAINING OF THE STATE CRIMINAL-EXECUTIVE SERVICE AT THE EDUCATIONAL ESTABLISHMENTS

Abstract

The article on scientific and practical positions provides the reasons for the expediency of existence of the specialized educational institutions, which carry out the professional training of the personnel of the Criminal-Executive Service of Ukraine. The analysis of the current state of such training in comparison with international practice of prison personnel training has been carried out. The possible ways of introducing the foreign experience in the sphere of the professional training into the Ukrainian system are considered.
Since the Ukrainian Criminal-Executive Service is in the structure of the law-enforcement bodies, the relevent special requirements are introduced for its personnel. They are envisaged by the Art. 14 of the Law of Ukraine «On State Criminal-Executive Service».
This article determines that citizens of Ukraine, who have the adult age, relevant personal, business and moral qualities, proper educational and professional level and good state of health can be hired on a competitive, voluntary and contractual basis to the State Criminal-Executive Service. From this definition, it follows that training of personnel for the State Criminal-Executive Service of Ukraine is an integral part of the work in the sphere of implementation of the state policy on enforcement of the court sentences.
Moreover, the article is not only about providing the professional training for the penitentiary staff. It is about the continuous and coherent training, which is undoubtedly necessary for any official of the State Criminal-Executive Service. Most of them are often in the state of the increased danger and stress. In the process of the law-enforcement tasks performance, they have the functions, which are not common to the ordinary citizens. For example, they are engaged in the re-socialization of convicts and use measures of physical influence, special means and fire-arms in the cases, which are envisaged by the current legislation.
