Role and Significance of Local Legal Regulation of Labor Relations of Transport Workers

Abstract

The article outlines the role and significance of local acts in the process of legal regulation of labor relations of transport workers. The terminological understanding of the concept of "local regulation" and "local normative-legal act" was considered, the peculiarities of local normative-legal regulation of labor relations were outlined. It was concluded that the main purpose of local acts is to regulate legal relations at a specific enterprise, taking into account the specifics of its work, the specifics of services provided by this or that enterprise, taking into account the status of persons working at such an enterprise. It is emphasized that local acts reduce the direct influence of the state on the sphere of regulation of labor relations of transport workers, taking into account their peculiarities and specifics of work. The main goal of the legal regulation of labor relations of transport workers at the local level is: 1) individualization of the general norm in legal relations on the legal regulation of labor relations of transport workers. The dual nature of the individualization of the general norm in legal relations with transport workers was noted: a) individualization of the general norm in relation to labor relations in the transport sector in general, i.e. without division into labor relations in relation to individual types of transport; b) individualization of the general norm of labor relations of workers in the transport sector in relation to workers of a specific type of transport; 2) ensuring optimal regulation of labor relations of transport workers; 3) ensuring the interests of private individuals; 4) specification of individual general norms in relation to workers in the transport sector; 5) elimination of gaps in the regulatory and legal regulation of transport workers; 6) expression through local acts of the specifics of the transport enterprise, including detailing the regulation of certain labor relations; 7) solving specific problems and issues in the regulation of labor relations in the transport sector; 8) deepening the regulation of labor relations of transport workers precisely at the level of a separate transport enterprise.
