The Essence of the Personnel Composition of Law Enforcement Agencies and the Peculiarities of the Impact of the Legal Regime of Martial Law on It

Abstract

It is defined that the personnel of law enforcement agencies constitute a body of specially authorized officials who possess the necessary professional competence, knowledge, and skills required for the effective and high-quality performance of the tasks and functions entrusted to law enforcement agencies, as well as the rights, duties, and labor guarantees associated with the specific nature of their professional activity.

It has been demonstrated that under the legal regime of martial law, the concept of the current activities of law enforcement agencies undergoes significant transformation: firstly, law enforcement agencies operate under increased workload, caused by risks to state sovereignty and the constitutional order, acute social instability and, at times, public panic, as well as negative phenomena of a military nature; secondly, law enforcement agencies are entrusted with the duty of combining their core activities with the implementation of measures of the martial law regime jointly with other state authorities, local self-government bodies, and military command; thirdly, law enforcement agencies are actively engaged in the execution of mobilization measures.
