Features of the material and household direction of social protection of military personnel

The article elucidates the distinctive features of the material-and-household dimension of social protection for military personnel. This dimension comprises institutionally distinct and purpose-built forms of social protection that furnish service members with specific guarantees designed to minimise or offset the risks inherent in military service, while also safeguarding, so far as practicable, the stability and manageability of their financial and living circumstances. Each form of protection is delivered through corresponding methods (legally regulated measures such as benefits, social services, and social assistance) devised both to fulfil the objective of the particular form and to advance the overarching goal of the material-and-household sphere of social protection. Collectively, these forms and methods seek to establish and maintain a stable, predictable standard of living for service members and their families, thereby ensuring dignified everyday conditions and facilitating official duties. They mitigate the adverse effects of frequent relocation and the broad spectrum of risks characteristic of military life (physical danger, peacetime injury, psychological strain, and emotional stress) while simultaneously strengthening the moral and psychological climate within the Armed Forces of Ukraine (and other security and defence bodies employing military personnel) and enhancing national defence capability. This objective is realised through the following forms of social protection: monetary (financial) provision; housing provision; clothing provision; in-kind food provision; and compensation payments or lump-sum allowances that cover additional household and related expenses incurred under special service conditions, reassignment, detached duty, or discharge to the reserve.
