Legal principles for ensuring the activities of public administration bodies under martial law and the place of administrative law norms among them

Attention is drawn to the fact that, in the context of the issues presented in the work, legal principles represent a set of regulatory and legal acts of various legal force, which are aimed at regulating and streamlining social and legal relations related to the performance of tasks and functions by public administration bodies during the operation of the legal regime of martial law on the territory of Ukraine, or in its individual regions. It is noted that the legal principles for ensuring the activities of public administration bodies under martial law include the provisions of the Constitution; legislative acts that regulate the legal regime of martial law, as well as legal relations related to its introduction, including the activities of state and municipal authorities; subordinate legal documents - Decrees of the President of Ukraine on the introduction of martial law, as well as other documents on the features of the functioning of public administration bodies during the operation of the legal regime under study.
It is emphasized that despite the inclusion of several levels of regulatory legal acts in the above-mentioned legal framework, their provisions are mostly aimed at regulating public legal issues and relations, that is, directly the activities of public authorities, their material and technical, financial, personnel and other types of support, the basis of interaction between public agencies and the public, powers in general and in martial law, in particular, as well as other administrative and managerial aspects. Therefore, the legal norms of these regulatory acts are devoted to regulating the work of the power sector, which is the subject of administrative law and the mechanism of its action. From this it is generalized that the basis of the legal principles for ensuring the activities of public administration bodies in martial law is precisely the norms of administrative law.
