The Main Forms of Participation of Civil Society Actors in the Legal Regulation of Social Security

This article focuses on elucidating the principal forms of civil society actors' participation in the legal regulation of social security. Through an analysis of the strengths and weaknesses in scholarly approaches to understanding how the public can engage in the regulatory and legal aspects of social security in the state, it has been determined that current legislation broadly encompasses four main forms of such participation. The first is the initiation of law-making activities related to so-cial security by civil society entities. The second involves public discussions on draft legal acts governing various facets of social security. The third is the provision of consultancy to entities involved in law-making activities that regulate different as-pects of social security. Lastly, the fourth form pertains to local legal regulation of social security at the relevant organizational level, wherein a civil society subject conducts the legal regulation of social security. In summary, the author posits that an analysis of the key forms of civil society actors' participation in the legal regula-tion of social security leads to three significant conclusions. First, the absence of civil society participation in this realm diminishes Ukraine's potential (as a social state) to evolve into a welfare state. Second, there is an imperative for further re-search on ensuring legal certainty in the participation forms of civil society actors within legal regulation, specifically in the context of social security. Third, it is cru-cial to develop and propose a specialized legislative act concerning the activities of civil society entities. This act should distinctly address the participation of these entities in legal regulation, particularly in the domain of social security.
