Institutional Model of Regulating Valuation Activities in Ukraine: Current State and European Vector of Development

The article examines the institutional model of regulation of valuation activities in Ukraine in the context of public administration and legal influence on the part of specialized executive bodies. The competencies, powers and problems of interaction of such bodies as the State Property Fund of Ukraine, the Ministry of Economy, and the Ministry of Justice are outlined. A comparative analysis is carried out with the models of the European Union countries. The need to harmonize the regulatory framework with European standards (IVS, EVS), improve state control procedures, professional self-regulation and digital verification of valuation results is substantiated.
The article also examines the modern institutional model of regulation of valuation activities in Ukraine as an important component of public administration in the field of economics, property management, taxation and administrative procedures. It is substantiated that property valuation in public law is not only an economic and technical process, but is an integral element of the exercise of power, making managerial decisions and achieving the goals of national economic and legal security.
The focus is on the analysis of the structure of institutional interaction between key entities the State Property Fund of Ukraine, the Ministry of Economy, the Ministry of Justice, the State Tax Service of Ukraine, local governments, as well as self-regulatory organizations of appraisers. The legal nature and limits of authority of each of them are revealed, the dispersion of jurisdictions, duplication of functions and the absence of a single administrative regulation in the field of appraisal are revealed.
Particular attention is paid to the analysis of key threats to the effectiveness of regulation fragmentation of legislation, inconsistency of public control, lack of digital verification of reports, low level of regulatory stability and risks of administrative intervention. Based on a comparison with European models (IVSC, RICS), vectors for the modernization of the regulatory system in Ukraine are identified.
Ways to improve the institutional model are proposed codification of procedures, increasing transparency and accountability of self-regulatory bodies of appraisers, digitalization of the appraisal system, strengthening anti-corruption and procedural guarantees. It is concluded that the European approach requires not so much centralization as procedural unity, openness, and legitimate delegation of authority to the professional environment.
