Some Issues and Features of General Social Measures for the Prevention of Criminal Offenses Related to the Intentional Damage of Electric Power Facilities

Abstract

This scientific article is dedicated to the study of the prevention of criminal offenses related to the damage of electricity facilities, which has become particularly relevant in the current conditions of armed conflict and social transformations. Article 194-1 of the Criminal Code of Ukraine establishes criminal liability for the intentional damage of electricity facilities, emphasizing their special legal status and importance for ensuring the country’s energy stability and security.

Criminal offenses classified under Article 194-1 of the Criminal Code of Ukraine consequently lead to social destabilization by creating threats to the life and health of the population, increasing social tension, and undermining citizens’ trust in state authorities. The threat to national security lies in the weakening of defense capabilities, economic stability, and the country’s energy independence.

The article highlights general social measures for the prevention of criminal offenses, the subjects implementing the policy, legal foundations, measures, and challenges in the implementation of general social measures to prevent criminal offenses within the framework of both state and regional programs ensuring the prevention of criminal offenses.

Based on the scientific works of leading researchers, the article proposes and substantiates the concept of “prevention” in the corresponding context of its application, and also highlights one of the most relevant directions of interaction and influence of preventive subjects within the framework of general social measures for preventing criminal offenses.

The presented terms, characteristics, and determinants are of significant importance in the context of improving the effectiveness of preventive measures against criminal offenses related to property crimes, i.e., utilitarian offenses, in particular those classified under Article 194-1 of the Criminal Code of Ukraine as intentional damage to electricity facilities.

The outlined provisions have a generalized and theoretical nature. In practical terms, their application requires consideration of temporal and territorial factors, social moods, and the specific characteristics of the population in a given region.
