ADMINISTRATIVE AND LEGAL OF HEALTH PROTECTION

The article analyzes administrative-legal health care on the basis of the current legislation and opinions of scientists in the field of administrative law. The author focuses on numerous problems in this area, on the unsatisfactory functioning of the public health system in general and public administration in this area in particular.
It was determined that the main directions of transformation in the health care system of Ukraine are as follows: increase of efficiency of functioning of the health care system; improving the quality of medical care; increasing the availability of drugs; introduction of social health insurance; introduction of professional management; monitoring and analysis of the health, accessibility and effectiveness of health care.
The way health financing is one of the key determinants of health and well- being of the population. One of the main tasks of health care systems at the present stage of development is to ensure the mobilization of resources in such a way as to guarantee people access to basic health services and interventions.
The nature and content of health at various stages of social development were determined by such essential factors as the way of production, the degree of devel- opment of productive forces, the development of science and technology in general and medical science in particular. The importance of healthcare in modern society is of particular importance for the following reasons: political: economic: socio- demographic, industrial and technological.
Further improvement of the medical care of the population of Ukraine in the new socio-economic conditions is inextricably linked with the need to create a fun- damentally new, adapted to the present regulatory and legal framework of the health sector and increase the effectiveness of state policy in the field of health care.
