Abstract

The article is devoted to the study of ensuring the rights and freedoms of man
and citizen in Ukraine in the context of European integration. The article analyzes
the state of observance and ensuring of rights and freedoms taking into account the
armed conflict in the territory of Ukraine.
As a result of the study, it was found that the concept of human rights has so
rooted in politico-legal and even everyday communication, has become so commonplace
for the use of various subjects of political activity in program documents
that its semantic load sometimes seems self-evident.
On the basis of a sociological study on the provision of human rights and freedoms
and a hromada in Ukraine in 2017, it was established that the most important
values for Ukrainians were: freedom – 80 %; safety – 72 %; justice 70 %; Dignity –
64 %. The author notes that during this research it was discovered that one of the
priorities among human and civil rights and freedoms is social and economic rights
for Ukrainians – 63 %, of which 30 % of respondents are partially ready to give
their civil rights and freedoms to the state for their own welfare.
The thesis is based on the idea that the realization of rights and freedoms can
not be reduced to the assignment of a particular subjective right by a citizen. It
means the actual receipt of the benefits contained in the content of the right. In
turn, the practical realization of human and civil rights and freedoms requires,
above all, legal safeguards.
The conclusions are made that the provision of human and citizen rights and
freedoms in the conditions of European integration processes in Ukraine is in their
real implementation and observance, are set in accordance with international
standards, which are adhered to by all citizens and are recognized as a priority by
state authorities . Only under such conditions is the formation of a law-governed.
