System of Entities of Administrative and Legal Guaranteeing of Mine Action in Ukraine

Abstract

The article examines the system of entities responsible for administrative and legal support of mine action in Ukraine, which, in the context of full-scale armed aggression by the Russian Federation, has become critical for ensuring national security, protecting the lives of citizens, preserving ecological balance, and fulfilling international obligations.

The regulatory and legal framework governing the activities of state authorities (in particular, the Ministry of Defence of Ukraine, the Ministry of Internal Affairs, and the State Emergency Service of Ukraine), local self-government bodies, international organisations, and mine action operators is analysed. It has been determined that mine action requires effective coordination between various entities performing managerial, technical, humanitarian, and educational functions.

The scientific work highlights the key characteristics of mine action actors. Particular attention is paid to the problems of fragmented legislative regulation, the lack of scientific understanding of this area in administrative law, and the absence of a unified model for the functioning of the system of these actors.

The necessity of scientific support for the formation of an integrated policy in the field of mine safety that meets international standards and takes into account the dynamics of armed conflict is substantiated. A contribution has been made to the development of administrative law theory and the formation of modern legal instruments in the field of national security.
