In the article a general theoretical description of the legal regulation of the procedure for carrying out rehabilitation and treatment measures for victims of the armed aggression of the russian federation is provided. It is substantiated that in the conditions of full-scale armed aggression of the russian federation, the number of persons who have suffered physical, mental and social losses, requiring rehabilitation assistance from the state, is increasing.
The importance of social protection of affected categories of persons is characterized, among which the central place is occupied by participants in hostilities, internally displaced persons, children who have suffered injuries as a result of hostilities, persons with disabilities, as well as those released from captivity. The specifics of the main regulatory legal acts that regulate legal relations in the specified area are identified and studied. The content and legal significance of such legislative acts are systematically studied. Particular attention is paid to the analysis of new resolutions of the Cabinet of Ministers of Ukraine, which detail the procedure for providing rehabilitation aids, creating a system for recording damage, adapting persons who have returned from captivity, and conducting reintegration measures. A list of features of the legal regulation of the procedure for conducting rehabilitation and treatment measures for victims of the armed aggression of the russian federation is formulated and the essence of each of them is outlined.
It is argued that the current social legislation remains to a certain extent dispersed, somewhat chaotic and not completely orderly, which significantly complicates the implementation of a comprehensive approach to conducting rehabilitation and treatment measures for victims of the armed aggression of the russian federation. The need to systematize the legal framework in this area is substantiated, in particular by developing a single codified act that would ensure the unification of procedures, transparency of interaction between subjects and the effectiveness of the implementation of the right to rehabilitation.
