Legal regulation of the penitentiary system in the Ukrainian lands as part of the Russian Empire (late XIX – early XX century)

The article analyzes the peculiarities of the formation and development of penitentiary legislation of the Russian Empire in the late nineteenth and early twentieth centuries. In realizing this goal, the historical experience (both negative and positive) of the organization of execution of sentences in the form of imprisonment in Ukraine was used.
Among a number of important criminal-executive and historical-legal scientific problems, the article describes the problem of formation and development of penitentiary legislation, formation, organization and activity of the prison system in the Ukrainian provinces of the Russian Empire.
The article raises issues in the course of the development of penitentiary legislation and the evolution of the prison system since the end of the XIX century up to the beginning of the XX century, regardless of the degree of their practical implementation in the course of the reform, affect the basic principles of reforming modern criminal executive legislation and the functioning of penitentiary institutions.
The significance of the history of the formation and development of penitentiary legislation and prison authorities in pre-revolutionary Ukraine is necessary today for the active application of the experience of the past in the modern practice of correctional institutions.
The results obtained as a result of a comprehensive study and analysis of these problems can objectively contribute to a clearer definition of the theoretical and conceptual principles of reforming the penitentiary system – one of the important areas of life of the state and society.
It describes the then basic legal acts of correctional labor, including: "Statute for detainees" in 1890 and the General Prison Instruction of 1915. And also identified the components of correctional labor correction of prisoners: the differentiation of prisoners , agenda, organization of correctional work and more.
