Health insurance in Ukraine: problems and prospects of implementing a compulsory model

The article is devoted to determining the features of health insurance in Ukraine, in particular by clarifying the current state of implementation of a mandatory model, including in a comparative aspect with the practice of foreign countries, as well as formulating further directions for the development of health insurance in Ukraine to ensure the functioning of an effective national health care system. It was found that health insurance is one of the key components of the national health care system, but at the legislative level there is no clear definition of it. The features of health insurance in such countries as Japan, the USA, Australia, Canada, France, Great Britain are considered, and it is established that there are three main models of health insurance in the world: state, private and mixed/
It is noted that in Ukraine, unlike most developed countries, there is no mandatory health insurance, although draft laws on its implementation have been proposed repeatedly, but none of them have been adopted. It is emphasized that in the absence of a legislative framework necessary for the implementation of a mandatory insurance model, the role of voluntary health insurance is noticeably increasing. It is found that voluntary health insurance today is characterized by a low level of trust among the population, increased interest in corporate insurance, etc. It is noted that voluntary insurance performs an auxiliary function in providing citizens with medical care and cannot replace the state health insurance system, but its successful functioning is an important stage in the implementation of a mandatory model by increasing trust in insurance companies, reducing pressure on budget financing of the health care system, and improving the quality of medical services.
It was concluded that the issues of legal regulation of compulsory health insurance, the creation of a state body responsible for supervision and control in this area, the introduction of effective mechanisms for monitoring the quality of medical services provided by insured persons, as well as stimulating the further development of medical insurance remain relevant.
