ОСОБЛИВОСТІ АДМІНІСТРАТИВНО-ПРАВОВОГО СТАТУСУ СУБ’ЄКТІВ ЮРИДИЧНОГО СУПРОВОДЖЕННЯ СТАТУТНОЇ ДІЯЛЬНОСТІ ЗАКЛАДІВ ВИЩОЇ ОСВІТИ

Abstract

The article emphasizes that subjects of legal support of the statutory activities of higher education institutions at different levels direct the statutory activities of higher education institutions in accordance with the requirements of the law.

It is claimed that the Verkhovna Rada of Ukraine, as the only legislative body in Ukraine, plays an important role in providing legal support for the statutory activities of higher education institutions in Ukraine. The legal status of higher education institutions in Ukraine is determined at the level of Ukrainian laws.

It is noted that the President of Ukraine acts as another subject in the system of legal support of the statutory activities of higher education institutions in Ukraine. One of the main tasks of the President of Ukraine is to sign laws adopted by the Verkhovna Rada of Ukraine. This also applies to laws in the field of higher education. The President of Ukraine also acts as the legal subject of the legislative initiative to amend the legislation in the field of education. In addition, the President of Ukraine can participate in the formation of the country's educational policy, taking initiatives to reform the higher education system, improve the quality of education, etc.

It was determined that the Cabinet of Ministers of Ukraine is another key subject of legal support for the statutory activities of higher education institutions in Ukraine, playing an important role in the formation and implementation of state policy in the field of higher education, as well as in establishing a regulatory and legal environment for the functioning of higher education institutions .

It has been established that the Ministry of Education and Science of Ukraine is an important subject in ensuring the statutory activities of higher education institutions in Ukraine. The Ministry of Education and Science of Ukraine develops and implements normative legal acts that regulate the activities of higher education institutions, establish rules and standards for ensuring the quality of higher education. Another important function is licensing and accreditation of higher education institutions.

It is noted that heads of higher education institutions play a significant role in ensuring the statutory activities of their institutions. They are responsible for implementing legislation, developing educational programs, ensuring the quality of education, and creating a conducive environment for learning and research.
