FUNCTIONS OF ADMINISTRATIVE AND LEGAL SUPPORT FOR THE REHABILITATION OF PERSONS WITH DISABILITIES IN UKRAINE

The article examines the functions of administrative and legal support for the rehabilitation of persons with disabilities in Ukraine. The relevance of the topic is determined by the growing need for medical, psychological, physical, vocational and social rehabilitation under martial law, as well as by the transition from a predominantly status-based model of disability to a functional approach. The purpose of the article is to identify and provide a scholarly characterization of the main functions of administrative and legal support for the rehabilitation of persons with disabilities. It is substantiated that administrative and legal support for the rehabilitation of persons with disabilities is a comprehensive system of normative, organizational, managerial, financial-contractual, informational, supervisory and protective means of public influence. It is determined that its main functions are regulatory, organizational, guarantee-based, coordinating, service-oriented, informational, supervisory and protective. It is proved that coordination between the health care and social protection systems, digitalization of procedures, transparent financing, proper quality control of services and accessibility of mechanisms for protecting the rights of persons with disabilities are of particular importance.
