The place of legal implementation in the social security system of modern Ukraine

Abstract

This article aims to elucidate the implementation of law within the social se-curity system of contemporary Ukraine and to examine the role of the implementa-tion of law in this system. Presently, Ukraine has established a social security sys-tem comprising three tiers: the institutional level; the level of legal implementation; and the level of direct interaction regarding social protection. An accurate compre-hension of this system's structure and the essence of these levels, particularly legal implementation, is vital. This understanding enables the formation of an informed perspective on whether the state and society are appropriately prioritizing the allo-cation and distribution of resources. This is particularly pertinent in the context of ongoing war conditions. Such analysis is crucial for evaluating the balance between addressing immediate human security needs and fulfilling long-term commitments to state social security, which forms the foundation for sustainable human devel-opment. Additionally, this understanding aids in developing a framework for as-sessing the state's equitable treatment of socially vulnerable populations. The au-thor identifies that the legal implementation level within the social security system of contemporary Ukraine functions as a subsystem composed of three elements. The first element encompasses a range of social assistance measures, such as state social aid for low-income families, individuals with disabilities from childhood, and children with disabilities. The second element involves a variety of benefits desig-nated for socially vulnerable groups, including war veterans, children affected by war, people with disabilities, large families, and those impacted by the Chornobyl disaster, among others. The third element consists of a suite of social services that adhere to current social standards. The article's conclusions synthesize the study's findings, highlighting that it is at the level of legal implementation where the social security (protection) system is concretized. This level warrants a thorough analysis to assess the adequacy of the state's overall social policy and, more specifically, its policy regarding the provision of social security.
