It has been established that administrative-legal regulation is a regulatory and ordering influence on social relations that arise in the sphere of public administration, i.e., related to the activities of state authorities and officials performing state functions, carried out with the help of legal norms. Such regulation has a clear procedural nature, is ensured by means of state coercion and is expressed in the system of norms and acts of administrative law.
It is emphasized that within the framework of the presented issues, the norms of the Constitution of Ukraine: firstly, establish the basis of "legitimization" of international treaties and other acts; secondly, they declare the special importance of physical culture and sports as nationally important elements of social life.
It is summarized that international cooperation in the field of physical culture and sports is based on an extensive system of normative and legal acts, both international and national level. However, these two groups of regulatory legal acts have a different purpose and meaning, because they regulate different aspects of the mechanism of legal regulation of the specified area. So, for example, international documents directly express the essence and content of international cooperation, consolidate the principles on which it is conducted, and also certify the relevant agreements between the parties of international relations. In turn, acts of the national legal level in the vast majority determine the order of activity of the state as a whole and authorities regarding the organization of international cooperation in the field of physical culture and sports, the legalization of international agreements and the distribution of material and financial values in the specified direction, as well as other aspects of state regulation physical culture and sports sector and the work of enterprises, institutions and organizations directly related to it.
