Abstract

In conditions of armed conflict, the activities of state bodies aimed at ensuring the security of Ukraine acquire important importance. The economic security of Ukraine is one of the main factors in ensuring proper socio-economic stability in the country. In view of this, combating smuggling, preventing violations in the field of customs affairs - all this is the competence of the State Customs Service of Ukraine. It is worth noting that the issue of preventive activities of the State Customs Service of Ukraine has been studied to date partially, exclusively in the context of combating or preventing violations. However, prevention, as one of the key ideas of the reform of law enforcement agencies, which is already underway, acquires important importance in the context of the focus of the main tasks and functions of the State Customs Service of Ukraine.

The analysis of the literature and national legislation made it possible to draw conclusions that preventive activities should be considered as a set or complex of measures aimed at reducing or preventing the commission of anything. Most often, we are talking about illegal actions. Given the administrative and legal status of the State Customs Service of Ukraine, we can note that the predominance of control powers in their entirety can be regarded as preventive (preventive) activity. This method in the vast majority of cases is aimed at identifying an already existing offense. Although the idea of serviceability of state bodies is to implement a policy aimed at avoiding offenses in general.

The activities of the State Customs Service of Ukraine significantly complicate the rapid technological update of methods and methods of committing illegal actions, but we should not forget that manifestations of corruption still remain one of the main risks in the activities of this authority.

Additionally, it is worth emphasizing that the existing regulatory framework for measures to combat and prevent violations in customs affairs, including smuggling, needs to be expanded and detailed, since covert control over the movement of goods and controlled supplies of narcotic drugs, psychotropic substances and precursors do not cover the entire possible scope of activity, which should be implemented, including by representatives of the State Customs Service of Ukraine.
