Reform of the police forces of the Czech Republic: main directions of legal support

Abstract

The article is devoted to the analysis of legislative support for the reform of the police forces in the Czech Republic. Special attention is paid to the areas of police reform that are reflected in the legislation. The study of police force reform in Central European states and, in particular, in the Czech Republic is an urgent task, based on a number of arguments. First, the police reform in Ukraine, which was launched after the revolution of dignity in 2014, requires taking into account the experience of reform efforts in those states that have successfully implemented such reforms and the Czech Republic belongs to such countries. Second, among the many aspects of the reform in this direction, it is important to focus on creating high - quality legislation that would create the basis for effective police activities, on the one hand, and, on the other, ensure unconditional respect for Human Rights. It is concluded that the vector of police reform in this state took place in several stages, during which the police force acquired a new quality of Police Service in a state based on the rule of law. Objectively relevant key indicators were contained in the requirements of the European Union, the preparation for joining which provided for active and targeted police reform based on these standards. In addition, the content and subject matter of the legislation of the Czech Republic on the police can be useful for the domestic legislator in such aspects as: a) Organization of Police Activities; b) definition of special powers of the police; c) status of police officers.
