Reforming the penal system of Ukraine: main guidelines in the light of a spiritual and value approach

Abstract

Today, the V. I. Vernadsky National Library of Ukraine has over 1,000 scientific articles dedicated directly to penitentiary institutions and their activities, institutions for the execution of sentences, which require their own separate rereading and corresponding scientific analysis. It is worth saying that this is not a lot, and therefore the outlined area of scientific activity requires special updating.

The spiritual and value approach in science is extremely important, because under its prism it is possible to carry out a wide range of rereading of scientific articles, when through interdisciplinarity, it will be possible to form/develop state policy in a particular industry/sphere. Important aspects of state policy, foreign experience will be sought, scientific and methodological recommendations and mechanisms will be developed with the help of which much can be changed both in theory and in practice, in real life. Special attention in this article, using the interdisciplinary method of scientific research, is focused on: developing a new methodological toolkit for studying the penitentiary system of Ukraine; the need to improve the legal mechanisms for the functioning of the penitentiary system of Ukraine, namely, the whistleblower of torture and other types of ill-treatment in the penitentiary system of Ukraine; recidivism in penitentiary institutions; foreign experience in the functioning of penitentiary institutions on the example of countries such as the USA, Italy, Great Britain; strengthening the staff of penitentiary institutions with a spiritual, value and competence component with the need for further positive influence on persons serving sentences; coaching as an innovative technology for the formation of psychophysical competence of penitentiary personnel; issues of the development of the penitentiary system of Ukraine in the near future through the creation of private prisons; subordination of penitentiary institutions to the Ministry of Internal Affairs of Ukraine; recommendations of useful scientific articles for student/cadet groups, scientific and pedagogical workers, etc.
