Civil society is a particular condition for ensuring the social security of the population

Abstract

This article explores the intrinsic concept of civil society as a vital precondion for ensuring the population's social security. The author elucidates and out- lines the primary characteristics of civil society, leading to a comprehensive conclu- sion about its socio-legal significance for the state of social protection within a state. This significance stems from several circumstances that interpret this civilizational form of societal existence as a specific condition for ensuring the population's social security. Firstly, civil society advocates for a progressive welfare policy, helping to ensure that the state effectively performs its social function and contributes to the social security of the population. Secondly, civil society serves as the institutional foundation for implementing civil control by identifying gaps in the operation and functioning of the social protection system. Thirdly, it is the institutional basis for the provision of social services, helping recipients restore their level of social secu- rity. Fourthly, it forms the institutional foundation for building the population's social capital, thereby enhancing societal social security. Fifthly, it is the bedrock of democracy, facilitating societal mobilization and effective democratic participation in forming and implementing social policy and protection. Sixthly, civil society rep- resents the interests of socially vulnerable segments of the population, conveying their urgent needs to public authorities via civil society actors. Seventhly, it safe- guards social rights, including those related to human rights. Lastly, civil society promotes public awareness of social rights (particularly the right to social protection), shaping understanding of the methods and means of exercising these rights and their protection.
