Comparative-legal aspect of the formation of state veterinary and sanitary supervision and control

Abstract

The article deals with issues of comparative legal analysis of the peculiarities of the formation of state veterinary and sanitary supervision and control. The object of the study is the veterinary legislation of the post-Soviet countries, which were in the legal family of Soviet socialist law for a long time, because this is the most effective way of comparing legislation. The conducted research made it possible to differentiate the approaches to the definition of state veterinary and sanitary control and supervision laid down in the veterinary legislation of the post-Soviet countries into three groups. The first group consists of the legislation of countries in which the concepts of veterinary and sanitary control and supervision are identified or used in parallel. The next group is formed by post-Soviet countries, whose legislation gives priority to the concept of veterinary supervision. The last group includes post-Soviet countries, whose veterinary legislation is based on the priority of the concept of state veterinary and sanitary control. A methodological conclusion was made about the geographical criterion of group differentiation of the analyzed legislation, which is determined by the common features of the veterinary relations of these countries.
