European integration and the electoral system of Ukraine

Abstract

Based on a comprehensive study of the electoral process as a social phenomenon, it is emphasized that each election campaign is characterized by a certain specificity and special attitude of civil society and the state. It has been determined that elections are a complex phenomenon based not only on legislation, the reception of international norms and a strong judicial system, but also on the mass psychology of voters, historical traditions, political culture in the country, economic and political situation, religious and moral strata, democratic values of the election process, etc. It was found that the issue of electoral management plays an important role in the formation of a democratic regime and is a stabilizing tool for relieving tensions in society. The problem of finding the optimal electoral system for Ukraine is considered. It is established that the electoral system should promote the expression of the real will of voters, as well as meet generally accepted standards of democratic elections. The electoral system can be built to ensure spatial representation, installation systems of political parties, ensuring the representation of regional minorities. To date, Ukraine does not have an optimal version of the electoral system that would, on the one hand, stimulate the development of multiparty system and, on the other hand, promote both democracy and an effective political system. Ukrainian election legislation is in constant dynamics. The effectiveness of the electoral system in the country is determined primarily by public recognition of election results. Therefore, the existence of a crisis in the electoral process, as part of the political crisis in the country, requires the introduction of anti-crisis management of the electoral process.
