Optimization of the law enforcement system as a subject of counteraction to corruption offenses

Abstract

In the article, on the basis of the analysis of the norms of the current legislation of Ukraine and scientific views of scientists, the problems of optimization of the system of law enforcement bodies as subjects of combating corruption offenses are identified and the directions of their solution are outlined.

It has been found that optimization of the system means its modification, improvement, improvement of the intrinsic properties of the latter for a specific purpose or according to the set conditions, criteria, etc. It was noted that the issue of optimization of law enforcement agencies in general and in the context of their work as subjects of combating corruption has repeatedly been raised at the official level, a fact which is reflected in the regulatory documents.

It is justified that there is a problem of misjudgment and prioritization when the ways of improving the work and interconnection between law enforcement agencies are built as a whole.

It has been proved that the optimization of the law enforcement system as a subject of counteraction to corruption offenses should include: 1) organization of the law enforcement system as a subject of counteraction to corruption offenses by clearly identifying participants in the anti-corruption sphere; 2) structuring - establishing links between the elements in the system that ensure its directional functioning; 3) creation of mutual control and supervisory mechanisms in the system of anti-corruption bodies in order to ensure promptness, efficiency, correctness and legality of work of all elements of its structure; 4) updating and development of mechanisms of interaction between the subjects of counteraction to corruption, since counteraction to corruption offenses can be effective only in case of complex work of all participants of such activity. Therefore, the directions, forms and subject matter of the interaction of these entities should be expanded with the relevant changes in the regulatory framework.
