MAIN STAGES OF DEVELOPMENT OF THE SOCIAL-EDUCATIONAL WORK WITH CONVICTS AT THE PENITENTIARY ESTABLISHMENTS OF UKRAINE

Abstract

The article is devoted to the main stages of the development of the social-educational work with convicts at the penal establishments of Ukraine from the X century till now. The historical role of the social-educational work in the implementation of the penitentiary function of the state is analyzed. It is proved that in the current conditions of reforming the penitentiary system of Ukraine, socialeducational work with convicts plays the leading role in the formation of the penitentiary idea. It was revealed that the historical experience of the socialeducational work with convicts can be used in reforming the modern penitentiary system of Ukraine.

The social-educational work in places of deprivation of liberty reaches the period of the establishment of Christian care of convicts in the XI century. Only in the XIX century the public joined such activities in the form of the Prison Care Society. Unfortunately, in 1917 their activities at the penitentiary establishments of Ukraine were stopped. The relevant experience of A. S. Makarenko was not developed. Only in 1957 the post «Head of detachment» (with the social work elements) was intro- duced at the correctional labor penal establishments. Since 1958 the secondary and vocational schools were created for inmates. The socialeducational work with con- victs was envisaged by the Correctional-Labor Code of Ukraine of 1970 and the Criminal-Executive Code of Ukraine of 2004. The prospects for further research are aimed at increasing the effectiveness of the social-educational work with various categories of convicts.
